I thus conclude that structural conditions must change both within and outside the ILO before it will be possible to institute international labour standards that fully protect migrant workers from violence, both in receiving and sending countries, as well as across. The future of Castro video bar Badlands (4121 18th St.) appears to be in limbo after controversial landlord Les Natali was forced to surrender the bar's liquor license. My argument throughout is that the normative conditions engendered by profit-driven capital accumulation are unfavourable to such efforts, but that it is still possible to resist migrant labour exploitation. In part four, I seek to explain why so few of the ILO’s treaties (taking the form of conventions) have been ratified. Then, in the third section, I look at the ILO’s attempts to regulate and mediate the contemporary regime of migrant labour exploitation under neoliberal globalization. In the second section, I situate contemporary labour migration to Global North countries in a global political economic context of historical conflicts continuing after WWII. In the first section of my paper, I provide a brief snapshot of the International Labour Organization’s attempt to institute international labour standards after WWI. In this paper, I discuss the ILO's response to the unfree and precarious conditions of contemporary migrant workers in the Global North by comparing Canada, the United Kingdom, and Germany to one another.
